David Owen

South Dakota Chamber of Commerce President David Owen was in Yankton yesterday to provide his viewpoint on the 2017 South Dakota Legislative session.

The legislature was criticized for repealing the voter-approved ballot initiative IM-22 and Owen says given the constitutional problems with the measure, repealing it made sense.

Owen says the IM-22 issue has given focus to some changes that need to be considered for our state’s initiative and referendum process.

Owen says it is likely that we will see a ballot initiative in 2018 that addresses the issue of the use of public school locker rooms by transgender students.
